我终于通过缓存宝石解决了这个问题。

我在本地运行了bundle package，它创建了vendor/cache目录中的宝石高速缓存。

现在，在使用那些缓存的gems部署AWS时，它会尝试使用缓存的gem而不是安装它。我不知道这是否是一个好的做法，但它解决了我的问题。
