Index.html直接访问tomcat时返回404

我安装了tomcat。根文件夹是/ var/lib/tomcat7/webapps/ROOT，它有一个index.html文件。这个文件可以被访问为server-ip：8080。但是server-ip：8080/index.html返回404。为什么会这样？
