最后我能够让服务器启动并运行。我做了下面的改变。

1. 启用Windows防火墙。
2. 为Tftp服务器创建规则（Widnows防火墙 - >高级设置 - >入站规则 - >新规则）以允许域，公共和私有连接和应用规则。
