这事与运行应用程序的用户帐户相关。如果您在IIS上运行应用程序，则该帐户是IIS6.0中的网络服务和IIS5.0中的ASPNET。这两个帐户不具有对SpeechLib的访问权限。您应该修改运行Web应用程序的帐户。

如果您使用的是IIS6.0，则存在您的Web应用程序所在的应用程序池。将应用程序池的标识更改为Loal System，然后您的应用程序将运行。
