根据我的经验，有时会发生这种情况，有时当maven的下载被破坏或者当maven试图下载这个artefact或者任何原因时没有互联网连接可用。

尝试删除.m2目录中的工件，例如通过删除文件夹C:\Users\yourname\.m2\repository\org\codehaus\plexus\plexus-components。
