无法从CMD访问PostgreSQL的在Windows

我安装我想从CMD访问PostgreSQL的Windows 7的OpenGeo套房2.4.5，但是当我试图访问它，我得到这个错误：

psql: could not connect to server: Connection refused (0x0000274D/10061)

即使我尝试通过QGIS进行连接时遇到同样的错误。我认为postgresql服务没有列出，这就是为什么我无法访问或连接它。有人可以指导我。

终于找到了答案。 ..在CMD上运行： c:\ psql -p 54321 -U postgres 和类似的..在QGIS中将端口号更改为54321以访问它。
